To put it simply, Matt Cutts is a big wig at Google. For people in the SEO world, Matt Cutts is the guy that is our most accurate source for Google is really thinking on the controversial topics of search engine optimization and more importantly, buying and selling Text Links.
We like to keep our Matt Cutts page up to date to illustrate Google official stance on a number of issues. The entire reason for creating this monstrosity known as Text Link Center was because NONE of the text link ad systems on line seemed to be listening to Matt Cutts and Google. In other words, the previous text link ad systems had no real interest in buying / selling text link ads that would actually improve your search engine rankings.

Yes, if you didn’t already know, Google launched a campaign to encourage users to report the buying and selling of Text Links so that Google could penalize the link, penalize the site buying the link, or even kill the rankings of the site selling the link.
Matt Cutts Admits That Google Is Penalizing Sites Engaging In Detectable Link Buying / Selling
Many people claimed that buying and selling links that are detectable (See our Paid Link Detector) will only penalize the link. In other words, the worst that could happen was buying or selling a text link would make the text link useless. (It sucks to be a buyer of text links in the Pre-Text Link Center era). The buyer was wasting his/her money.
Now there is significant evidence that Google is getting more aggressive with detectable paid links. We now have cases where Google is actually penalizing the rankings of sites selling links.

This is no secret. If Text Link Center can detect paid links with the Paid Link Detector, obviously Google can detect paid text links too.
